Frontier AI labs cannot share findings with one another directly. Government cannot keep pace with the technical depth or velocity of release. A clearinghouse aggregates, anonymizes, translates, and settles between counterparties who are structurally prevented from doing it themselves — and most of that work isn't being done.

Three structural reasons no one else is doing this.

The gap between frontier AI labs and federal decision-makers is not a coordination problem. It is a structural condition with three load-bearing causes — each one sufficient on its own to require a clearinghouse.

Antitrust

Frontier labs cannot share findings with one another directly without antitrust exposure. The information that most needs to circulate is the information they are most constrained from circulating.

Attribution

Labs cannot speak publicly about competitor capabilities or national security threats their own systems surface. Attribution risk silences the early-warning channel the country most needs open.

Capacity

Government lacks the technical depth, contracting speed, and forecasting capacity to keep pace — let alone alert labs to imminent risks. The asymmetry compounds with every model release.
